Seifi School Centre is a bookshop and a part of Seifi Group of Companies. It was established in 1993 to support the call of the Government to promote academic institutions in the country. The basic aim is to provide the most up to date and currently available educational books and materials in all fields of learning from Pre school, Primary School, Secondary school, colleges, University and other related institutions plus Libraries. It is one of the most popular and modern book shops in the country.

Seifi School Centre started as a retail shop but today has expanded and is the largest suppliers of all kind of books to schools, institutions, universities, ministries, NGO’s, banks and various other institutes not only in Dar es Salaam but in Tanzania. In short the centre has become a; ” A Gate to the world of knowledge”.

BARAZA la Mitihani la Taifa (Necta) limetangaza matokeo ya mtihani wa kidato cha nne uliofanyika Oktoba, 2010 yanayoonyesha kuwa wasichana wanaongoza kwa kiwango cha ufaulu.

Hata hivyo matokeo hayo yameonyesha kuwa kiwango cha ufaulu katika mtihani huo kimeshuka kwa asilimia 22 ilinganishwa na matokeo ya mwaka 2009. Katibu Mtendaji wa Necta, Dk Joyce Ndalichako, aliwaambia waandishi wa habari wakati akitangaza matokeo hayo jana, kuwa wasichana wamefanya vizuri zaidi kuliko wavulana.

“Kati ya watahiniwa kumi bora, sita ni wasichana na wanne ni wavulana,” alisema Dk Ndalichako na kumtaja kinara wa matokeo hayo kuwa ni Lucylight Mallya kutoka Shule ya Sekondari ya Wasichana ya St Marian iliyopo mkoani Pwani. Hii ni mara ya pili kwa shule hiyo kutoa mwanafunzi bora katika mtihani wa kidato cha nne baada ya Immaculate Mosha aliyeibuka kinara katika matokeo ya mwaka 2009. Kwa mujibu wa matokeo ya mtihani wa mwaka jana, kati ya shule kumi bora katika kundi la shule zenye watahiniwa chini ya 40, saba ni shule za seminari na huku Shule ya Seminari ya Uru inaongoza shule kumi bora katika kundi la shule zenye watahiniwa zaidi ya 40.

Matokeo hayo yanaonyesha kuwa shule kumi za mwisho ni mchanganyiko wa shule za serikali na watu binafsi. Dk Ndalichako alitaja shule kumi bora zenye watahiniwa zaidi ya 40 na mikoa zinakopatikana kwenye mabano kuwa ni Uru Seminari (Kilimanjaro), Marian Girls (Pwani), St Francis Girls (Mbeya), Canossa (Dar es Salaam), Msolwa (Morogoro), Feza Boys (Dar es Salaam), St Mary Goreti (Kilimanjaro), Abbey (Mtwara), St Joseph Semiterambogo (Kigoma) na Barbro-Johansson (Dar es Salaam).

Alieleza kuwa shule kumi bora zenye watahiniwa chini ya 40 ni seminari ya Don Bosco (Iringa), Feza Girls (Dar es Salaam), Maua Seminari (Kilimanjaro), Queens of Apostles Ushirombo (Shinyanga), Sengerema Seminari (Mwanza), Sanu Seminari (Manyara), Bethelsabs Girls (Iringa), St Joseph-Kilocha Seminary (Iringa), Dungunyi Seminary (Singida) na Mafinga Seminary (Iringa). Kwa mujibu wa Dk Ndalichako, shule kumi za mwisho zenye watahiniwa chini ya 40 ni, Sanje (Morogoro), Daluni (Tanga), Kinangali (Singida), Mtanga na Pande (Lindi), Imalampaka (Tabora), Chongoleani (Tanga), Mwamanenge (Shinyanga), Mipingo (Lindi) na Kaoze (Rukwa). Alitaja shule zingine kumi za mwisho katika kundi la shule zenye watahiniwa zaidi ya 40 kuwa ni Changaa (Dodoma), Pande Darajani (Tanga), Igawa (Morogoro), Makata (Lindi), Kolo, Kikore na Hurui (Dodoma), Mbuyuni (Mtwara), Thawi (Dodoma) na Naputa (Mtwara). Dk Ndalichako pia aliwataja watahiniwa kumi bora kitaifa na shule zao kwenye mabano kuwa ni Lucylight Mallya (St Marian), Maria-Dorin Shayo (St Marian), Sherryen Mutoka (Barbro-Johansson), Diana Matabwa (St Francis Girls) na Neema Kafwimi (St Francis Girls). Wengine ni, Beatrice Issara (St Mary Goreti), Johnston Dedani (Ilboru), Samwel Emmanuel (Moshi Technical), Bertha Sanga (Marian Girls) na Bernadetha Kalluvya (St Francis Girls).

Dk Ndalichako alisema kuna wanafunzi 42 kutoka baadhi ya shule walifanya mtihani wakati walikwisha ondolewa katika usajili baada ya kubainika kuwa sifa za kidato cha pili walizowasilisha hazikuwa sahihi. Alizitaja shule hizo na idadi ya wanafunzi kwenye mabano kuwa ni Ujenzi (4), Kahama Muslim (1) St John Seminari (1), Eckernforde (1), Seuta (1), Jamhuri (1) Mdanya New Vision (12) na Mseru (21). Dk Ndalichako alifahamisha kuwa watahiniwa 56 wa kujitegemea waliondolewa kwenye usajili kwa kutokuwa na sifa lakini walifanya mtihani huo. Alivitaja vituo walivyofanyia mtihani watahiniwa hao na idadi yao katika mabano kuwa ni Mwigo (29) na Twitange (27). Dk Ndalichako alisema mtihani huo ulifanywa na watahiniwa 177,021 na asilimia 50.40 ya watahiniwa wote, wamefaulu. Wasichana waliofaulu ni 69,996 sawa na asilimia 43.47 na wavulana ni 107,025 sawa na asilimia 56.28. “Mwaka 2009 watahiniwa waliofaulu walikuwa sawa na asilimia 72.51 ya watahiniwa waliofanya mtihani huo,” alisema Ndalichako

Alisema ubora wa ufaulu kwa kuangalia madaraja waliyopata watahiniwa wa shule unaonyesha kuwa jumla ya watahiniwa 40,388 sawa na asilimia 11.50, wamefaulu katika madaraja I hadi III. “Wasichana waliofaulu katika madaraja I hadi III ni 12,583 sawa na asilimia 7.81 na wavulana ni 27,805 sawa na asilimia 14.62,”alisema Dk Ndalichako. Alisema idadi ya watahiniwa wa kujitegemea waliofaulu mtihani huo ni 46, 064 sawa na asilimia 52.09 ya waliofanya mtihani.

Alisema katika kundi hilo, wasichana waliofaulu ni 22,405 sawa na asilimia 48.41 na wavulana ni 23,659 sawa na asilimia 56.13. Mwaka 2009 watahiniwa wa kujitegemea 49,477 sawa na asilimia 54.12 walifaulu, alisema. Aliongeza kuwa watahiniwa 458,114 wakiwamo wasichana 216,084 sawa na asilimia 47.17 na wavulana 242,030 sawa na asilimia 52.83 ndio waliojisajili kufanya mtihani huo mwaka jana. “Mwaka 2009 watahiniwa waliosajiliwa walikuwa 351,152, hivyo idadi ya watahiniwa imeongezeka kwa watahiniwa 106,962 sawa na asilimia 30.5,” alisema Dk Ndalichako na kuongeza:

“Waliofanya mtihani wa kidato cha nne mwaka 2010 ni 441,426 sawa na asilimia 96.36 na watahiniwa 16,688 ambao ni sawa na asilimia 3.64 ya watahiniwa wote waliosajiliwa, hawakufanya mtihani. “Kuna ongezeko la watahiniwa wa shule 109,329 ambao ni sawa na asilimia 43.0 ikilinganishwa na idadi ya waliosajiliwa mwaka 2009. Watahiniwa waliofanya mtihani walikuwa 352,840 sawa na asilimia 97.04, watahiniwa 10,749 sawa na asilimia 2.96 hawakufanya mtihani,” alisema Dk Ndalichako.

Alifahamisha kuwa mwaka 2009 watahiniwa wa kujitegemea waliosajiliwa walikuwa 96,892 na 2010 kulikuwa na watahiniwa 94,525 ikimaanisha kulikuwa na upungufu wa watahiniwa 2,367 sawa na asilimia 2.44 ikilinganishwa mwaka 2009. “Watahiniwa 88,586 wakiwemo wasichana 46,358 na wavulana 42,228 walifanya mtihani huo, watahiniwa wa kujitegemea 5,939 sawa na asilimia 6.28 hawakufanya mtihani.

Shule zenye watahiniwa zaidi ya 40 zilikuwa 3,194 na zenye watahiniwa chini ya 40 zilikuwa 489. Akizungumzia matokeo ya mtihani wa maarifa (QT), alisema watahiniwa waliosajiliwa walikuwa 26,540 kati yao wasichana ni 16,101 na wavulana 10,439. Alisema mwaka 2009 jumla ya watahiniwa 25,040 walisajiliwa kufanya mtihani huo kukiwa na ongezeko la watahiniwa 1,500, sawa na asilimia 5.99 ikilinganishwa na mwaka 2009 na kwamba jumla ya watahiniwa 23,585, sawa na asilimia 88.87 ya waliosajiliwa walifanya mtihani huo. Alisema katika mtihani wa maarifa (QT) jumla ya watahiniwa 8,295 sawa na asilimia 35.17 ya waliofanya mtihani huo wamefaulu ikilinganishwa na asilimia 28.82 ya waliofaulu mwaka 2009. Alisema kuwa kiwango cha ufaulu kwa mtihani wa maarifa kimeongezeka kwa asilimia 6.35 ikilinganishwa na wamaka 2009.

“Jumla ya watahiniwa 311 wa mtihani wa kidato cha nne na watahiniwa 2 wa mtihani wa maarifa (QT) wamefutiwa matokeo yao yote ya mtihani kwa mujibu wa kifungu cha 52 (b) cha kanuni za mtihani baada ya kubainika kuwa walifanya udanganyifu katika mtihani huo,” alisema Dk Ndalichako. mwisho

TCU yatahadharisha utapeli usajili Wanafunzi vyuoni

Tume ya Vyuo Vikuu nchini (TCU) imewatahadharisha wanafunzi wanaotaka kujiunga na vyuo vya elimu ya juu nchini juu ya kuwepo matapeli wanaowaomba pesa wanafunzi ili wawape matokeo ya udahili.

Katibu Mtendaji wa tume hiyo, Profesa Mayunga Nkunya alisema jijini Dar es Salaam jana kuwa wakati shughuli ya udahili ikiendelea wamegundua kuwepo na matapeli ambao hutuma ujumbe mfupi wa maneno kwa wanafunzi na kuwaomba fedha. Matapeli hao wamekuwa wakiwatumia wanafunzi ujumbe huo na kuwataka watume kiasi fulani cha fedha ili waweze kupewa matokeo ya udahili.

“Tunawatahadharisha wazazi na wanafunzi wote walioomba udahili wasitoe fedha yoyote kwa ajili ya kupata matokeo ya udahili kwani matokeo bado hayajatoka,” alisema Profesa Nkunya.

Alisema kuanzia mwaka wa masomo 2010/ 2011 tume hiyo, ilianzisha utaratibu mpya wa udahili wa wanafunzi wanaotarajia kujiunga na vyuo vya elimu ya juu nchini kupitia mfumo wa udahili wa pamoja (CAS).

Katibu Mtendaji huyo alisema kufuatia utekelezaji wa mfumo huo, mchakato wa kudahili wanafunzi unapitia hatua mbalimbali ili kuwezesha waombaji wote kupata nafasi sawa kulingana na maombi yao kwa kutilia mkazo usawa na usahihi wa udahili huo. Alisema shughuli hiyo imechukua muda mrefu kuliko ilivyotarajiwa kutokana na sababu mbalimbali na kulingana na upya wa mfumo wenyewe.

Nkunya alisema matokeo ya udahili yanatarajiwa kutolewa Septemba mwaka huu na kwamba hakutakuwa na malipo yoyote yatakayohitajika ili kupata matokeo hayo. Tume hiyo imewataka wazazi wote na wanafunzi walioomba udahili kupitia mfumo mpya wa udahili kutoa taarifa pindi watakapopokea ujumbe wowote unaowaomba fedha kwa ajili ya kupata matokeo ya udahili.

INVITATION TO CONTRIBUTE TO THE SPECIAL COMBINED ISSUE No. 4 and 5, OF CHEMCHEMI

This and next year many African countries, including Tanzania (Tanganyika) will be celebrating 50 years of their independence. Next year the University of Dar es Salaam will be celebrating its 50 years. Half a century is not a short period even in the life of a nation, more so in the case of a university. This is the occassion to look back, take stock and critically reflect on 50 years since we reclaimed our sovereignty and our right to think for ourselves. On this occassion, the editors of Chemchemi have decided to bring out a special combined issue (No. 4 & 5) of Chemchemi.

The special issue will be both in English and Kiswahili. We are now inviting articles in either language on any topic relevant to the theme. Where did we begin? Where are we at? Where is uhuru? What have been our problems, successes? What is our place in the global world today? What is the direction of our development? How do we assess various political and economic “experiments” tried out in Africa, in Tanzania? How do we periodise and understand 50 years of independence?

What is the state of higher education today? What have been the debates, discourses and discussions at the University fo Dar es Salaam, among African intellectuals? Can we look back and say: yes, indeed we played our role? Or have we abdicated our responsibility as the mirror of society? Where is the vision – Pan-Africanism, Freedom, Dignity – of the first generation of African nationalists? You may choose any topic/theme of your interest on which you believe you can make a contribution. Your contibution may be in the form of an article, or a review article based on a book or books, or a short story, poem etc.

1. Articles should not exceed 4000 words. They should be written in simple, clear style. Please minimise the number of footnotes. You may append a short list of references/bibliography at the end of your contribution.

2. An electronic copy of your contribution should reach the editors (whose emails are in the cc line) by November 30th, 2010. The special issue will be launched during the 3rd Julius Nyerere Intellectual Festival week beginning April 12, 2011.

We are expecting that you will respond enthusiastically in the great intellectual tradition of progressive debates which was the hallmark of the Hill.

Orodha Mafisadi wa Elimu Tanzania na Msemakweli

Hiki ni kitabu kipya kilichoandikwa na Msemakweli Kainerugamba. Kati ya mambo mengine mwandishi anatoa orodha ya majina ya watu vyeti bandia. Baadhi ya “mafisadi wa elimu” ni viongozi wakubwa serikalini. Mfano ni Makongoro Mahanga ambaye tayari ameshakwenda mahakamani kudai fidia kwa kudhalilishwa na Msemakweli. Taarifa kutoka kwenye mtandao, wengine ndani ya kitabu hicho ni Lukuvi, Mary Nagu, Kamalla,Diallo na Nchimbi.

Tanzania Commission of Universities (TCU)  jana wametoa tamko juu ya orodha hiyo. Prof  Nkunya akiongea na vyombo vya habari aliwataka wote walioandikwa wapeleke vyeti vyao TCU kwa uhakiki na udhibitisho kama ni halali au bandia.

Kwa sasa kati ya mambo yanayosubiriwa ni hao wahusika kupeleka vyeti vyao TCU na nini tamko la TCU juu ya uhalali wa vyeti husika.

Msemakweli kama Mwanasheri na mwandishi naona yeye ametimiza wajibu wake kuutarifu umma. Kazi ni kwa mahakama na walalamikaji kudhibitisha kwamba vyeti vyao ni halali. Swala la vteti feki, kwa kweli limechukua muda mrefu kushughulikiwa na serikali. Bado yapo maswaliya msingi yatakiwa majibu. Iweje TCU mpaka kitabu kitoke ndio wao wawatake washutumiwa kupeleka vyeti vyao kwa ukaguzi? Je hii sio “reactive management” wakati kwa taasisi nyeti kama yao walipaswa kuwa na “proactive management”.

Binafsi bado sijapata nafasi ya kukisoma kitabu hicho. Kwa wenye taarifa juu ya upatikanaji wake tafadhali mtujulishe.

How literate is Tanzania’s literate?

There is good debate going on in Wanazuoni Network on literacy issues.

Below are some basic statistics from Standrd Seven 2009 Results, where 50.6% have failed with worse performance in English and Mathematics. Chambi Chachage and other Educational Stakeholders, suggest with should declare ‘Education Crisis’ and come up with ‘Stimulus Package’

Waziri wa Elimu Prof Maghembe jana ametangaza Matokeo ya darasa la saba kwa mwaka 2009.Waliofeli ni 505,737 ambao ni nusu ya watahiniwa yaani asilimia 50.6. Waliofaulu ni 493,333 ambao ni asilimia 49.4. Takwimu nyingine za matokeo haya, hizi hapa kwa ufupi:

  • Jumlya ya watahiniwa ni 999,070. Wasichana 502,624 (asilimia 50.3) na wavulana 496, 446 (asilimia 49.7)
  • Waliofeli ni wasichana 285,374 (asilimia 56.4) na wavulana 220,363(asilimia 43.6). Wamepata chini ya asilimia 100 za jumla ya masomo yote
  • Waliofaulu ni wasichana 217,250 (asilimia 44) na wavulana 276,083 (asilimia 56).
  • Walio changuliwa kujiunga na shule za serikali ni 445,954 sawa na asilimia 90 ya waliofauli, lakini ni asilimia 45 tuu ya watahiniwa wote. Mchakato wa wengine kuchaguliwa shule za kata unaendelea.
  • Alama ya juu kufaulu wa wasichana ni 233 na wavulana 235, ya chini kwa wote ni alama 100.
  • Walio tarajiwa kufanya mtihani ni wanafunzi 1,024,488 ambapo 25, 418 walishindwa kufanya mtihani, lakini Waziri hajeleza sababu kwa kushindwa kwao.
  • Wanafunzi wajawazito waliruhisiwa kufanya mitihani. “Tangu mwaka jana, tuliagiza kwamba hata kama mwanafunzi atakuwa mjamzito, aruhusiwe kufanya mitihani,” Profesa Maghembe
  • Somo la Hisabati walio faulu ni asimilia 21 wakati Kiinfereza ni asilimia 35.4. Waliofeli Hisabati ni asilimia 79 na Kiingereza ni 64.6% Je kwa takwimu hizi na mpango wa serikali kufundisha masomo yote kwa Kiingereza kuna tija yoyote?
  • Somo la Kiswahili matokeo ni mazuri kwani kiwango cha kufaulu ni 69.08% likifwatiwa na Maarifa 59.46% na Sayansi 53.41%
  • Mkoa wa Dar Es Salaam ndio uliongoza kwa kufaulu kwa 68% ukifuatiwa na Arusha 65.7% na Iringa 59.65%
  • Shinyanga ndio ya mwisho, imefaulisha 31.88%, Singida 36.13 na Tabora 39.80%.
  • Wanafunzi wasioona waliofanya mtihana ni 78 na wenye uono hafifu ni 164. Japo matokeo yao hajatajwa, lakini Serikali inastihili pongezi kwa idadi hii ndogo, naamini miaka mingine idadi ya kundi hili litaongezeka.
  • Kwa taarifa zaidi unaweza kusoma MwananchiTanzania Daima.

Kwa takwimu hizi, serikali itachukua hatu gani za kurekebisha kasoro?
Rais J.Kikwete, tarehe 5.11.2009 alipokuwa MovenPick anahutubia mkutano wa Raundi ya Pili ya Mazungumzo ya Wachumi (The Economist Conferences Second Roundatable) alieeleza hatua ambazo serikali yake ilichukua baada ya matokeo ya ripoti ya Benki ya Dunia ya Ufanywaji ya Biashara (Doing Business Report 2010). Benki ya Dunia iliiondoa TZ kati ya nchi 10 bora kwa kurekebisha/kulegeza mazingira ya biashara (10 top reformers) . Katika ranking, TZ ilishuka kwa nafasi TANO toka 126 (mwaka 2009) mpaka 131. Rais alichukulia swala hili kwa binafsi yake na umakini mkubwa (personaly and a matter of serious. Aliitisha mkutano wa wizara na taasisi zinaohusika na ‘poor ranking’ hiyo. Kisha Kikosi Kazi-Task Force iliundwa ili kuchambua sera za biashara na uwekezaji na taratibu mbali mbali.
Kama haya yote yalifanywa kutokana na ripoti ya WB kuishusha Tanzania nafasi 5, kwa kufeli asilimia 50.6 naamini kubwa zaidi lipaswa kufanywa na serikali.
